BEFORE YOU CONNECT

A few good questions.

Vehicle eligibility, testing and what your service includes.

Program references reviewed September 14, 2026. Your CTC-VIS record and current CARB guidance govern your deadlines and obligations.

What is the difference between AVG and CTC Intelligence?

ASAH Technologies provides both ASAH Vehicle Gateway (AVG), the hardware installed in the vehicle, and CTC Intelligence, the software and service that uses AVG to collect eligible OBD data, submit qualifying Clean Truck Check results, and display fleet information in the customer portal.

Which trucks are eligible for remote Clean Truck Check?

The service is intended for qualifying OBD-equipped vehicles subject to California Clean Truck Check. CARB generally requires OBD testing for 2013-and-newer diesel engines and 2018-and-newer alternative-fuel engines. Vehicle weight, engine model year, fuel type, California operation, exemptions, and connector compatibility must be checked. Engine year is not always the same as vehicle model year. See CARB’s testing requirements.

Can an out-of-state fleet use this for California trips?

Yes, for qualifying vehicles operating in California. Clean Truck Check can apply even when the vehicle is registered elsewhere, and the gateway can be shipped nationwide. This is a California compliance-testing service, not a nationwide substitute for state inspections.

Can AVG work alongside our existing telematics or ELD?

A compatible pass-through or Y-cable may allow AVG and another device to remain connected. Compatibility is not universal. Confirm the diagnostic connector, existing equipment, and approved installation arrangement with the team first.

Does the gateway guarantee a pass or complete compliance?

No. Vehicles must satisfy applicable testing and readiness requirements, and repairs may still be necessary. The service does not pay CARB fees, register vehicles in CTC-VIS, replace required opacity or visual inspections, or remove the vehicle owner’s responsibilities.

How often is Clean Truck Check testing required?

Most subject vehicles currently test twice a year. CARB states that OBD-equipped vehicles move to four tests a year beginning October 1, 2027, with qualifying agricultural vehicles and non-commercial motorhomes remaining on annual schedules. Use the deadlines shown in your CTC-VIS account. Check CARB’s current schedule.

How is Clean Truck Check Authority connected?

REMOTE CLEAN TRUCK CHECK

Continuously connected devices for Clean Truck Check.

Keep an eligible truck connected for remote California Clean Truck Check OBD testing. ASAH Vehicle Gateway works with CTC Intelligence to support testing and give your team a shared view of vehicle status and test history.

What is a continuously connected device?

For Clean Truck Check, CARB distinguishes continuously connected devices from scan tools used for individual testing visits. A continuously connected device is assigned to one vehicle for ongoing OBD testing. This is the category often described as a Clean Truck Check telematics device. Review CARB’s device categories and certified-device list.

ASAH Vehicle Gateway is the vehicle-assigned hardware used with the CTC Intelligence service. Eligible remote testing can reduce testing appointments and trips while keeping results accessible to your team.

ASAH Vehicle Gateway rendering for continuously connected Clean Truck Check OBD testing
ASAH Vehicle Gateway product rendering. The vehicle connection cable is not shown; the connection must be confirmed for your truck.

How does remote testing fit your fleet?

  1. Review each truck. Confirm engine model year, fuel type, diagnostic connection, and existing equipment.
  2. Connect and activate. Use the vehicle-specific installation instructions and confirm the gateway is assigned to the correct vehicle.
  3. Follow results. Review vehicle and testing information in CTC Intelligence, and confirm official compliance requirements and deadlines in CTC-VIS.

For a truck that qualifies, this can reduce the coordination involved in repeated OBD testing visits. It does not eliminate repairs, owner reporting, annual CARB fees, or other required inspections.

Start with the engine, not just the truck year.

CARB requires OBD testing for 2013-and-newer diesel engines and 2018-and-newer alternative-fuel engines. Engine model year can differ from vehicle model year. Non-OBD vehicles follow different inspection requirements, so a diagnostic connector alone does not establish eligibility. Check CARB’s testing requirements.

What AVG and CTC Intelligence do.

ASAH Vehicle Gateway is the hardware assigned to your vehicle. CTC Intelligence is the service and portal. Together, they collect eligible OBD data, support qualifying Clean Truck Check test submissions, and bring testing and connection information into your account.

For a fleet manager, the practical workflow is to review the vehicles, confirm the connection, and use the portal to follow results and items needing attention. A connected status is not, by itself, confirmation that every compliance obligation is complete.

What the annual plan covers.

The current commercial offer is $300 per eligible vehicle per year for fleets of 1–15 vehicles. It includes gateway use during the active subscription, eligible testing attempts under plan terms, and access to fleet and test-history information. For more than 15 trucks, ask whether a fleet discount may be available. Pricing is reviewed individually and a discount is not guaranteed.

Confirm shipping, installation, taxes, and other charges before purchase. Gateway use under this service is not a standalone hardware purchase. The offer does not include GPS tracking, ELD/HOS service, required repairs, CARB fees, or separate opacity and visual inspections.

Compare a full year of quarterly testing.

CARB’s four-times-per-year schedule for applicable OBD-equipped vehicles begins October 1, 2027. Qualifying agricultural vehicles and non-commercial motorhomes retain annual schedules. Follow the dates in CTC-VIS. Read CARB’s testing-frequency fact sheet.

  • At $150 per test: four tests cost $600. Compared with the current $300 annual service, potential testing-cost savings are $300 per truck for a full year at four tests.
  • At $100 per test: four tests cost $400. The same comparison shows potential savings of $100 per truck.

These are examples using the stated test prices, not a market-average claim or a guarantee. They compare a full year at four tests, not all of calendar 2027. Figures exclude CARB fees, repairs, taxes, shipping, installation and any other charges; fleet quotes and provider prices may differ.

Eligible remote OBD testing can also reduce staff time spent arranging appointments, coordinating drivers and taking trucks to testing locations. Those potential labor and travel savings are not included in the dollar examples; actual time saved varies by operation.

Keep your owner responsibilities in view.

CARB’s compliance requirements include reporting vehicles in CTC-VIS, paying the applicable annual fee, submitting passing tests, and resolving outstanding enforcement violations. Your CTC-VIS record is the place to confirm deadlines. Read CARB’s overview.

Before enrolling, gather engine years, fuel types, vehicle counts, and information about any existing ELD. Our team can review the fit before you plan the rollout.

What should you confirm before enrollment?

Check the exact device model and its certification with our team. CARB notes that reseller branding can differ from the manufacturer on its certified-device list; the device identifier is what links the hardware to its certification. Read CARB’s guidance for resold devices.

If an ELD already uses the diagnostic port, review the connection before installation. A telematics device used for Clean Truck Check does not automatically include ELD/HOS or GPS services. Read our installation and compatibility guide.

Based outside California? Start with the trucks that actually operate in the state. Plan Clean Truck Check for an out-of-state fleet.

CALIFORNIA-BOUND FLEETS

Based elsewhere. Operating in California.

Your fleet can be headquartered outside California and still have trucks subject to Clean Truck Check. Build your plan around the vehicles that actually enter the state.

Registration elsewhere does not settle the question.

Clean Truck Check generally covers diesel and alternative-fuel vehicles over 14,000 pounds GVWR that operate on California public roads, including vehicles registered outside the state. Exemptions apply; CARB specifically excludes motorhomes registered outside California. Review CARB’s applicability guidance.

Make a California vehicle list.

Begin with the trucks assigned to California routes, including occasional trips. Keep that list separate from your total fleet count so your inquiry reflects the vehicles you want reviewed for this service.

  • Identify engine model years and fuel types.
  • Note where each vehicle is normally available for setup.
  • Record any ELD or other equipment using the diagnostic connection.
  • Assign a contact who can coordinate account information and follow up on testing issues.

Plan shipment and setup by operating group.

AVG can be shipped nationwide for qualifying California-operating vehicles. Discuss whether it is more practical to prepare your rollout by terminal, route group, or a small initial group of trucks. Each gateway must be prepared for its intended vehicle and use an appropriate, confirmed connector arrangement.

A fleet based in Phoenix, Dallas, or Chicago can use the same planning approach. These are examples of fleet origins; the service described here concerns California operations.

Keep the California compliance record current.

Remote testing does not replace vehicle reporting, applicable CARB fees, or your other obligations. Check the deadlines in CTC-VIS before a trip rather than relying on where the vehicle is registered. CARB provides separate guidance on testing schedules and results. Review CARB’s testing guidance.

Use your eligible truck count for pricing.

For 1–15 eligible commercial vehicles, standard annual service is $300 per vehicle. With more than 15 trucks, request a quote and ask whether a fleet discount may be available. Any discount is subject to review and is not guaranteed. Include the number operating in California and any questions about existing equipment. Nationwide shipping does not make this service a substitute for inspection programs in other states.

Plan around your California routes.

California operating areas can include Los Angeles and Long Beach ports, the Inland Empire distribution network, Central Valley routes and Northern California destinations. For fleets headquartered in western, central or eastern U.S. freight markets, include only the vehicles that enter California in your initial service review.

Examples include fleets based in Phoenix, Las Vegas, Reno, Salt Lake City, Denver, Dallas–Fort Worth, Houston, Chicago, Kansas City, Atlanta, Memphis and the New York–New Jersey region. These are fleet-origin examples, not ASAH offices or local testing territories. AVG can ship nationwide; this service addresses California Clean Truck Check and does not replace other states’ inspection programs.

PREPARING YOUR VEHICLES

Plan the connection before installation.

A successful rollout starts with the right information about each truck. Our team checks the vehicle and its existing equipment before confirming the connection arrangement.

Gather four details for the first conversation.

  1. Engine model year and fuel type. Provide an engine-year range for mixed fleets and identify vehicles that need an individual review.
  2. Vehicle and connector information. Have the make and model available. If requested, provide a clear photo of the diagnostic connector.
  3. Existing equipment. Note the provider and model of any ELD or telematics device already connected.
  4. California-operating truck count. This helps organize both the rollout and the pricing discussion.

Review a shared connection before buying a cable.

AVG connects at the diagnostic port using the arrangement confirmed for the vehicle. A compatible, approved pass-through or Y-cable may allow AVG and an existing device to remain connected. Compatibility is not universal, and a connector that physically fits is not enough to confirm that two devices will work together.

Ask our team to review the truck, existing device, and proposed cable. Keep your existing provider’s installation requirements available. Do not change a working ELD setup based solely on this general guide.

Separate vehicle eligibility from installation fit.

The testing method depends on the engine and OBD requirements. CARB directs owners to the engine’s emissions control label when confirming engine model year. Use that information in the compatibility discussion. Read CARB’s testing requirements.

Confirm the assigned vehicle and account.

After the hardware and connection have been confirmed, follow the supplied vehicle-specific instructions. Check that the gateway is assigned to the intended truck and that the account shows the expected connection information. Contact the team if the displayed information does not match the vehicle.

The portal screenshots on our product page illustrate fleet, subscription, and vehicle-status views. They are captures from the interface, not a live display of your fleet.

Keep the service scope clear.

The current offer supports eligible California Clean Truck Check OBD testing. Using AVG alongside another device does not add GPS tracking, electronic logs, or HOS management to this subscription. Ask about compatibility before enrollment, and request a fleet quote when you have more than 15 trucks.
